There's no way to disable RRDP completely, but adding

	prefer-rsync = yes

to the [rcynic] section of rpki.conf will make rcynic use rsync in
preference to RRDP, which should suffice unless somebody's publishing
RRDP-only.  --prefer-rsync on the command line does the same thing.
